Every Battle Signal carries a disclosure level. The server sends each person only what that level allows, so the hidden parts never reach their device.
For example: send a signal to your Shield Circle of three friends at Full, and they can stand with you in the details. Send another to your whole church at Status only, and they simply know a brother or sister could use prayer.
